PHILADELPHIA AREA INDEPENDENT SCHOOLS PURCHASING CONSORTIUM MEMBERSHIP APPLICATIONS AND AGREEMENT

 

 

AGREEMENT AS TO THE PURPOSE OF THE CONSORTIUM

By applying to join the consortium, a school recognizes that the group's intent is to pool the requirements of as many schools as possible in order to achieve the benefits of quality, service and price as are available to the group, buying as a larger entity.  Accordingly it is expected that every member school will pledge to use its' best efforts, in good faith, to use the vendors selected by the Consortium.  This means that all schools are responsible for ensuring that all school purchasing is done through PAISPC agreements when those agreements are in place and when the school's existing agreements have expired.  Failure to do so, can result in the member being placed on probation, or terminated from membership, in which case the remaining unreturned fees shall be forfeited.

 

A member who wishes to terminate must do so by providing thirty days advance written notice to the Treasurer of PAISBOA.  It is understood that membership in PAISPC is a prerequisite for participation in it's agreements, and conversely that schools who terminate or are terminated from membership are no longer eligible for the benefits of membership.

 

Initial Fee

All applicants agree to make an initial investment of $2.00 per student to join the Consortium, payable to PAISBOA at the time of application.  This will be considered a one-time fee, and may be refunded in whole or in part, on a first in first out basis, if the financial results of the Consortium support such a decision.

 

Ongoing Fee

A 3% fee is built into the prices of the Consortium, and taken into consideration in all savings calculations.  To the extent possible, it is billed by the vendors, collected by them and remitted to the Treasurer of PAISBOA.  In the long run, this fee may be reduced from its initial level, but will not be increased unless approved by a majority of the members.

 

Operations

Mid Atlantic Group Purchasing Services manages the affairs of the Consortium under an agreement with PAISBOA, who has appointed a Steering Committee to represent the membership in providing guidance and oversight.  It is also important to recognize that all pricing information is confidential, and is not to shared with any supplier or anyone outside of the Consortium.

 

Schools will conduct business with the vendors in the normal manner including the resolution of routine complaints.  If satisfaction is not received, or if there are issues which might effect the Consortium's agreement, they should be brought to the attention of Mid Atlantic Group Purchasing Services, 259 North Radnor Chester Road, Suite 210, Radnor, PA 19087.
