PAISPC Commodities Purchasing Consortium
Objectives:
The objectives of The Philadelphia Area Independent School Purchasing Consortium-PAISPC- are to achieve significant
savings through the volume generated under a collective purchasing commitment without sacrificing quality.
This will be achieved through documenting price and service standards, by saving staff 'shopping time' and by
assuring dependable, consistent service for all schools, regardless of their individual size. |
Products and Services:
The scope and variety of products and services available through PAISPC and covered by agreements are broad and
varied. Examples include-but are not limited to-copy paper, office supplies, electrical supplies, janitorial
supplies, communication services (including internet), trash services, wireless telephone service, fuel oil,
floor covering, and school supplies. |
History:
Inspired by the success of similar Consortia in Washington and Atlanta, PAISPC was founded in 1998 to build
on the close cooperation of PAISIG members and the unusually large concentration of private schools in the
Delaware Valley. Very few of these schools had a dedicated purchasing function.
With an initial enrollment of 30 schools, the primary focus of the consortium was (and continues to be) to
negotiate agreements for goods and services routinely purchased by schools. In the first year of operation
the consortium achieved a volume of $514,000, and in the second year $1,865,000 for 41 schools. Savings on
the initial 12 agreements ranged from 7% to 40%.
The affairs of the consortium are managed by a Consultant with direction and support is provided by a Steering
Committee and a Physical Plant Managers Advisory Committee.

Achievements:
Currently, 67 schools take advantage of the economies provided by the 15 agreements negotiated for this consortium.
Gross sales of the products available through PAISPC now total $4 million dollars a year. Savings to member
schools currently average 15% to 20% annually, net of any fees. |

Criteria for Participation:
Membership in PAISBOA. Complete a formal application document, and endorse an agreement
which pledges the applicant school's intention and commitment to purchase under the consortium agreements. |
Costs and/or Fees:
Members of PAISPC make an initial investment of $2.00 per student, The administrative cost of the consortium
is covered by a 3% rebate, included in the pricing of all the vendors and remitted to the Treasurer of
PAISBOA. |
